   Civil Case - age discrimination. District court's grant of summary
   judgment to employer on age discrimination claim is reversed, as direct
   evidence of disqualification to leave program because of age was
   presented and raised material factual dispute. District court properly
   granted judgment on constructive discharge claim because city's offers
   did not create an intolerable work environment.
