Civil case - civil rights. District court did not err in finding the
provisions of the City's sign code were severable when it was reviewing
plaintiff's overbreadth challenge to the code; because the provisions of
the code are severable, plaintiff must show injury, causation and
redressability with respect to every provision it challenges as overbroad;
plaintiff could not show injury or redressability with respect to any
provision it challenged as overbroad, and the district court did not err in
finding plaintiff lacked constitutional standing; with respect to provisions
that plaintiff claimed were unconstitutional as applied, the district court
did not err in finding no constitutional violation was established.
