Civil case - civil rights. Where plaintiff was committed to the custody
of the Minnesota Sex Offender Program as a sexual psychopathic
personality and sexually dangerous person, defendants did not violate
plaintiff's civil rights when they placed him in isolation as the
procedures governing his placement were constitutionally adequate;
plaintiff failed to show the medical care provided violated his civil
rights; plaintiff failed to show he was retaliated against for exercise
of his first amendment rights; negligence claim was properly dismissed;
claim that imposition of costs of treatment violated plaintiff's due
process rights should have been dismissed without prejudice.
