   Civil case - Zoning. Interpreting the provisions of Minn. Stats. Sec.
   15.99, the court holds that when a city council denies a zoning request
   previously approved by the city's planning commission, the requirement
   that the city provide written notice of the denial within 60 days does not
   apply, and the district court erred in finding the city had violated the
   statute and in ordering that the application be deemed approved. Judge
   Beam, dissenting.
