Civil Case - insurance. Grant of summary judgment to insurer on claim for coverage under business interruption policy is reversed. Due to Canadian beef embargo, loss of customer constituted a direct physical loss under the policy because business was stopped; government regulation, not actual contamination rendered beef unusable. Judge Gruender dissents.
