   Civil case - Agricultural law. While the regulations governing the 
   1991 and 2002 appraisals of plaintiffs' farm property were different, for
   all practical purposes, the two appraisals employed consistent
   methodologies and evaluated the same considerations, and any difference
   in the regulations did not have any impact on the appraisals; as a result,
   the district court erred in determining that the Secretary improperly
   calculated the amount the government could recapture based on the
   property's appreciation between 1991 and 2002.
