Criminal case - Sentencing. No error in denying defendant a reduction
under Guidelines Sec. 3B1.2(b) for a minor role in the offense as
defendant was deeply involved in the drug conspiracy and played an
essential role in the operation; district court did not abuse its discretion
in refusing to find that the defendant's circumstances as a youth placed this
case outside the heartland; plea agreement gave the government
discretion to determine whether it should move for a sentence reduction
based on defendant's substantial assistance, and the defendant failed to
show government had any improper motive in refusing to file a
substantial assistance motion under Guidelines Sec. 5K1.1.
