The harassment and discrimination petitioner suffered because of his albinism did not rise to the level of persecution; claims of economic hardship did not rise to level of economic persecution; Immigration Judge did not err in finding petitioner did not have a well-founded fear of persecution and the IJ did not err in denying petitioner's asylum petition; BIA did not abuse its discretion in denying petitioner's motion to reopen.
