Petition for review - immigration. Court lacked jurisdiction to review
determination that asylum claim was untimely; considering claim for
withholding of removal, the petitioner's evidence of past persecution by
Guatemalan rebels did not compel the conclusion that he was persecuted
based on a protected classification; nor did petitioner's evidence compel
a conclusion that he would be subject to future persecution on a protected
classification if he returned to Guatemala, and the IJ did not err in
denying the request for withholding of removal; evidence did not
establish that petitioner would be subjected to torture by government
agents or criminal elements acting with the acquiescence of the
government.
