Civil Case - qualified immunity. District court erred in denying qualified immunity to police officer on substantive due process claim because no fundamental right protected by the Due Process Clause was affected: no allegation of physical injury was made, temporary slowdown of childcare business did not rise to level of deprivation of right to engage in one's chose occupation, actions did not affect family relationship, and actions did not place plaintiff in position of substantial danger.
