Civil case - Bankruptcy. Bankruptcy court clearly erred in finding that
the names of attorneys who made improper loans to debtor, a state judge
later disciplined for her conduct, were subject to sealing under the
"scandalous" prong of 11 U.S.C. Sec. 107(b)(2); the unintended, potential
secondary consequence of negative publicity to the attorney creditors,
while regrettable, is not a basis for sealing the file; creditor list is
not a governmental matter made confidential by statute or regulation and
is not sealable under Rule 9018.
