   Criminal case - Criminal law and sentencing. Evidence was sufficient
   to support former member of the Minnesota House of Representative's
   conviction for honest services mail fraud under 18 U.S.C. Sec. 1341;
   defendant's violation of Minnesota's disclosure statute through his failure
   to disclose his financial interest in Northern Pole was evidence of his
   intent to defraud the state's citizens of their right to his honest service;
   challenge to jury instruction on intent to defraud rejected; district court
   did not err in allowing the prosecution to ask the Commerce
   Commissioner if he would have approved a budget item if he had known
   of defendant's financial interest in the proposal; admission of deceased
   co-conspirator's handwritten note was not error as the note was not
   hearsay; forfeiture order upheld; district court did not err in applying
   Guidelines Sec. 2C1.7 rather than Sec. 2C1.3.
