Habeas Corpus - special parole. Special parole term must run
consecutive to the aggregate term of imprisonment, not immediately upon
expiration of the imprisonment term for that particular offense.
Challenges to commencement of special parole term should be brought in
petition for writ of habeas corpus under 28 U.S.C. sec.2241, not in writ of
mandamus. Special parole term is to be served in addition to, not
concurrent with other parole, and thus could not be served while inmate
is incarcerated.
