Petition for Review - immigration. Court lacks jurisdiction to review
whether extraordinary circumstances are present to excuse untimely
asylum application, and petitioner failed to assert constitutional question
or question of law. Assertion that statutory time limits conflicts with
United Nations Convention is without merit. Claim for withholding of
removal was properly rejected, as efforts by militants to recruit petitioner
did not constitute persecution. Convention Against Torture claim failed
because no government action was involved and the militant group
officially disbanded.
