Civil case - National Trails Systems Act. Missouri statutes governing a
railroad's duty to clear brush and perform maintenance do not apply to a
rail line after Notice of Interim Trail Use has been issued by the Surface
Transportation Board and the right of way has been dedicated to trail use;
action against the city of Carl Junction and its mayor was properly
dismissed as the plaintiffs had failed to demonstrate an injury attributable
to the mayor's actions and lacked standing to pursue the claims.
