Criminal Case - conviction. Conviction for manufacture/distribution
of "look-alike"substance under Illinois law qualifies as a controlled
substance for purposes of the career offender provision of the federal
sentencing guidelines. Illinois look-alike statute is the equivalent
of a counterfeit substance under Guidelines section 4B1.2. as it
contains both made-in-imitation and intent-to-deceive elements.
