Criminal Case - sentence. District court's downward departure to 12
months and one day on basis of diminished mental capacity and the
offense was outside the general heartland from guideline range of 46
to 57 months for possession of child pornography was unreasonable.
Reliance on mental capacity fell short of providing adequate
justification and defendant's circumstances did not take case out
of heartland. Sentence was also unreasonable when measured against
section 3553(a) factors.
