   Civil case - Tobacco Settlement Agreement. Challenge to Arkansas law
   and amendments requiring tobacco manufacturers who did not
   participate in the Master Tobacco Settlement to make escrow payments
   raised only state law claims, and the district court did not err in
   concluding the Eleventh Amendment barred the injunctive relief sought.
