Civil case - Crop insurance. The Department did not err in denying the
Bank's request for reimbursement of certain defaulted loans, as the
Department's conclusion that the bank failed to act as a reasonably
prudent lender when it made the loans was supported by substantial
evidence; however, the administrative record does not contain sufficient
evidence to support the Departments's conclusion that the bank was
negligent in servicing two earlier rounds of loans to the defaulting
borrowers, and the matter is remanded for further proceedings.
