Petition for review - Immigration. The record before the Immigration
Judge would compel any reasonable fact finder to conclude that petitioner
suffered past persecution as a result of his political beliefs, and the IJ
erred in failing to make such a finding and in failing to give petitioner the
presumption of a well-founded fear of future persecution if he returned to
Albania; the case is remanded to the Board for reconsideration of
petitioner's claim, with the burden on the government to establish that
petitioner's fear of future persecution is no longer well-founded in light of
changed country conditions or because petitioner could safely relocate to
a different region of Albania.
