Civil case - Indian law. District court did not err in finding tribal court
had jurisdiction over Long's suit against the bank as the bank had formed
a consensual relationship with the tribe or its members and the tribal tort
law invoked by the Longs was an appropriate "other means" by which a
tribe may regulate nonmember conduct; tribal court of appeal
appropriately upheld jurisdiction on the basis of tribal rather than federal
law; tribal proceedings did not violate due process, as the bank had
adequate notice of the claims and an opportunity to defend.
