questions posed to the Department of Health and Human Services's legal
counsel, and the court did not grossly abuse its discretion in denying
plaintiff's motion to compel the attorney's testimony; district court did
not err in granting defendants summary judgment on plaintiff's claims
that they put him on a child abuse register in retaliation for his actions in
publically challenging their handling of his case, as there was insufficient
evidence for a reasonable jury to conclude that defendants' actions were
based on a retaliatory motive.
