Civil case - Kansas City School Desegregation Case. District court did
not err in finding that it had ancillary jurisdiction to consider challenge to
state statute plaintiffs contended violated the orders in the case
concerning the use of property tax levy proceeds; district court did not
abuse its discretion in enjoining the State of Missouri from requiring the
Kansas City School District to divert to charter schools the levy funds
that had been dedicated to repayment of the District's outstanding court-
ordered desegregation bonds.
