Manner of restraint used on plaintiff after she told defendant that she was having suicidal thoughts and would rip out a medical device so that she would bleed to death was not conscience- shocking and did not create a substantive due process violation; as a result, the district court erred in denying defendant's motion for summary judgment based on qualified immunity.
