Civil Case - social security. ALJ failed to properly develop the record by
resolving ambiguity in treating physician's opinions, in ascertaining what
physician meant by "need to be very careful" about claimant's latex
allergy, and in assessing the functional limitations, and erred in
improperly relying on nontreating physician's opinions and in failing to
address need to shift positions. Thus, decision to deny benefits is
reversed and remanded for further proceedings.
