Prisoner case - prisoner civil rights. Prison grooming regulations limiting the length of hair and beards were justified by compelling security interests and did not violate plaintiff's rights under the Religious Land Use and Institutionalized Persons Act or the First Amendment; nominal award of $1500 for violating plaintiff's rights by failing to provide him kosher meals was sufficient, and the district court did not abuse its discretion in denying plaintiff's request for a greater amount of damages.
