Civil Case - civil rights. District court grant of summary judgment in
favor of City and police chief in First Amendment retaliation claim is
affirmed. District court did not err in concluding lawsuit to obtain
confidential information about employee was not protected as it was a
personal interest not a matter of public concern. Decision to hold
additional meetings before distributing file was not an adverse
employment action. Reassignment was an adverse action, but employee
did not meet her burden to show retaliatory motive.
