Petition for Review - motion to reopen. Because voluntary departure is
discretionary with Attorney General only, there is no constitutionally
protected property or liberty interest with such relief. Thus, immigration
judge did not deny due process rights in depriving alien of opportunity to
request post-conclusional voluntary departure and Board did not abuse its
discretion in denying motion to reopen.
