Civil case - Telecommunications. District court did not err in
determining the FCC has exclusive jurisdiction over Sec. 271 of the
Telecommunications Act of 1996; nor did the court err in reversing
decisions by an arbitrator and the Missouri Public Service Commission
that Sec. 271 required SBC to provide disputed network facilities to the
CLECs; district court did not err in affirming the Public Service
Commission's order holding that, under Sec. 251 of the Act, the CLECs
are entitled to access SBC's entrance facilities for interconnection
purposes at TELRIC rates.
