Civil Case - jurisdiction. District court's grant of stay was not a final appealable order and thus district court had jurisdiction to rule on subsequent clarification order. Clarification order was was not the practical equivalent of an order dismissing the case and thus was also not a final appealable order. Appeals from both stay order and clarification order are dismissed for lack of jurisdiction.
