Prisoner case - habeas. District court did not abuse its discretion in
denying Sanders's motion for appointment of counsel; court would not
consider issue when Sanders failed to seek a certificate of appealability
on the claim; district court did not err in treating Sanders's Rule 60(b)
motion as an unauthorized successive habeas petition; court declines to
grant permission to file a successive habeas on the new evidence issue
raised in the Rule 60(b) motion; even if trial counsel's performance in
failing to note that one juror was the coroner, Sanders could not show that
he was prejudiced because nothing showed that the coroner/juror was
biased, either in fact or impliedly.
