Civil case - Constitutional law. District court did not err in dismissing complaint alleging that 20 U.S.C. Sec. 1091(r), which suspends eligibility for student loans following a conviction for enumerated drug offenses, is unconstitutional; the provision does not violate the Fifth Amendment's prohibition against double jeopardy because it does not impose a second criminal penalty.
