Petition for Review - immigration. Decision that grant of withholding of
removal is barred based conviction of "particularly serious crime" is
committed to discretion of Attorney General and may reviewed only if it
raises a constitutional due process claim. Here due process claim is
without merit, as consideration of police reports, even if hearsay, during
immigration hearing is permissible. Denial of Convention Against
Torture claim is supported by substantial evidence, as alien did not
present evidence that he would be tortured at instigation or with consent
of acquiescence of public official.
