District court failed to consider the relevant factors for a change of venue motion under Rule 18, and the defendant's conviction and sentence are reversed and remanded for a new trial after proper consideration of defendant's motion for a change of venue; on remand, the court should provide defendant with access to grand and petit jury selection records, pursuant to 28 U.S.C. Sec. 1867(f).
