Immigration Judge's finding that petitioner's testimony and evidence concerning past persecution was not credible was supported by substantial evidence, and the IJ's decision to deny petitioner's request for withholding of removal is affirmed; for the same reasons petitioner was not entitled to relief under the Convention Against Torture; BIA's summary treatment of petitioner's claim of ineffective assistance of counsel did not violate his due process rights; petitioner was not entitled to a remand for consideration of additional evidence under 28 U.S.C. Sec. 2347(c).
