Court lacked jurisdiction to review the denial of petitioner's request for cancellation of removal; Immigration Judge did not err in finding petitioner had failed to prove that he was a refugee and had failed to prove a well-founded fear of persecution based on his clan membership; as petitioner did not meet the well-founded fear of persecution standard for asylum there was no error in denying his request for withholding of removal; similarly, petitioner failed to carry his burden for relief under the Convention Against Torture; BIA did not abuse its discretion in denying petitioner's motion to reopen and reconsider.
