Petition for review - Immigration. BIA's determination that service of
notice of deportation on a 14 year-old is governed by general notice
provisions was a reasonable interpretation of 8 C.F.R. Sec. 103.5a(c)(2),
and the government was not required to also serve the notice on a
responsible adult; without further evidence that the service in this case
raised constitutional problems, service on a 14 year-old was not
inconsistent with due process. Judge Bye, dissenting.
