Prisoner case - habeas. Counsel's failure to file a notice of appeal after
Keys's conviction was not ineffective assistance of counsel as Keys had
expressly instructed him not to appeal; counsel's performance was
deficient when he failed to advise Keys of his right to cross-appeal from a
forfeiture order appealed by the government; however, Keys was not
entitled to any relief as he failed to establish that but for counsel's
failure he would have appealed.
