Civil case - civil rights. In the factual situation presented in the
case, it was objectively reasonable for the officer executing an arrest
warrant for plaintiff to believe that he was executing the arrest warrant
in Arkansas; as a result, the arrest did not violate the Fourth Amendment,
and defendant was entitled to qualified immunity. Judge Bye, dissenting,
and writing that plaintiff's out-of-state arrest violated his clearly
established rights, and a genuine issue of material fact remained as to
whether it was reasonably objective for defendant to believe he was
arresting plaintiff in Arkansas rather than Oklahoma.
