Criminal Case - suppression. District court erred in denying motion to suppress, as government interest in investigating a previous trespass, a misdemeanor under Missouri law, does not outweigh defendant's personal interests and there were no facts indicating a threat or dangerous situation. Frisk was not justified. Thus, there was no reasonable suspicion for a Terry stop.
