enforcing administrative subpoenas issued by the United States Attorney
for the Eastern District of Missouri in an ongoing investigation of
Fresenius's Medicare billing practices; "cold comfort" letter issued by the
Department of Justice did not immunize Fresenius from further
investigation; in absence of specific information about how the request
was duplicative or unduly burdensome, the court did not err in refusing to
modify the subpoenas to exclude previously-provided documents.
