District court did not abuse its discretion by enforcing administrative subpoenas issued by the United States Attorney for the Eastern District of Missouri in an ongoing investigation of Fresenius's Medicare billing practices; "cold comfort" letter issued by the Department of Justice did not immunize Fresenius from further investigation; in absence of specific information about how the request was duplicative or unduly burdensome, the court did not err in refusing to modify the subpoenas to exclude previously-provided documents.
