Civil case - National Voter Registration Act of 1993. In action by the
United States against the State of Missouri in which the U.S. asserted
Missouri was in violation of its obligations under the National Voter
Registration Act of 1993 by failing to conduct a general program that
makes a reasonable effort to remove the names of ineligible voters, the
district court erred in not considering any lack of local election agency
compliance in determining whether the state had met its obligations; on
remand, the district court should consider whether any noncompliance by
the local election agencies renders unreasonable Missouri's efforts to
conduct a general program for removing ineligible voters; district court
did not abuse its broad discretion in limiting the admission of local
election agency survey results.
