Sentencing judge cannot order the clerk of the district court to pay money received in satisfaction of the government's restitution lien to anyone other than the restitution victim identified in the judgment of conviction; the judge does not power to enter such an order because the applicable statutes and regulations impose a ministerial duty on the clerk to pay the restitution victim.
