   Civil case - Federal Railway Safety Act. Minnesota state law limiting
   the speed of trains passing through the City of Orr was preempted by the
   Federal Railway Safety Act; law did not fall within the savings clause of
   the Act because it was not necessary to reduce an essentially local safety
   hazard.
