   from enforcing federal and state controlled substances laws in connection
   with Olsen's use of marijuana in observing the sacraments of the
   Ethiopian Zion Coptic Church, the district court did not err in finding
   Olsen failed to state a claim under either the Religious Land Use and
   Institutionalized Persons Act or the Religious Freedom Restoration Act
   of 1993.
