Civil case - Securities. While the district court considered information in public records to place the facts of the case into context when considering defendant's motion to dismiss, the information was used for a permissible limited purpose, and the court was not compelled to convert defendant's motion to dismiss to one for summary judgment; the district court did not err in dismissing the complaint on the ground plaintiff had failed to meet the heightened pleading requirements of the Private Securities Litigation Reform Act.
