claim; plaintiff failed to establish a property interest, and the district
court did not err in granting defendants summary judgment on his due process
claim; plaintiff failed to prove that defendants conspired to deprive him
of his rights as nothing established a meeting of the minds occurred
among state troopers to injure plaintiff.
