In reviewing the question of whether Bell, a minor, made a knowing and intelligent waiver of his rights, the district court did not err in finding the Arkansas Supreme Court correctly identified the "totality-of-the-circumstances test" as the governing legal standard and that it applied the standard in a reasonable manner; Bell's request-for-counsel/voluntariness claim was procedurally barred.
