Registration and Notification Act did not apply to him because he
traveled in interstate commerce after the Act's enactment, but before the
Attorney General issued an interim ruling designating the application of
the Act to offenders convicted before the Act's date of enactment, is
rejected; claim that application of the Act violates the ex post facto
clause rejected; defendant lacked standing to raise claim that the Act's
delegation of authority to the Attorney General violated the non-
delegation doctrine; due process and commerce clause claims rejected.
