Prisoner case - prisoner civil rights. Inmates practicing the Wiccan religion failed to show that the prison's decision to grant them three hours to celebrate the Wiccan festival of Samhain (instead of the eight hours they sought) significantly inhibited or constrained their conduct, meaningfully curtailed their ability to express adherence to their faith or denied them reasonable opportunity to engage in activities fundamental to their religion; as a result, they failed to create a genuine issue of material fact as to whether the three-hour limitation substantially burdened their ability to practice Wicca, and the district court did not err in granting summary judgment to defendants on the inmates' claim under the Religious Land Use and Institutionalized Persons Act; claims of an inmate no longer held at the facility were moot.
